The Contractors State License Board licenses electrical contractors, and local government agencies that issue building permits may have additional requirements.
Section 4 of AB 841 (Ting, 2020) established requirements for EV charger installation funded or authorized, in whole or in part, by the Energy Commission, Public Utilities Commission, or Air Resources Board.
Specifically, among other things, AB 841 requires all electric vehicle charging infrastructure and equipment located on the customer side of the electrical meter that is funded or authorized, in whole or in part, by those state entities to be installed by a contractor with the appropriate license classification, as determined by the Contractors’ State License Board, and at least one electrician on each crew, at any given time, who holds an Electric Vehicle Infrastructure Training Program (EVITP) certification. If the State funded project includes an electric vehicle charger supplying 25 kilowatts or more, then 25 percent of the total electricians working on the crew, at any given time, must hold an EVITP certification.
For additional information, including a few exceptions, please see the text of AB 841 or consult with the funding agency for a specific project.
The Electric Vehicle Infrastructure Training Program (EVITP) provides training for the installation of electric vehicle supply equipment (EVSE) in North America. You can contact EVITP at info@evitp.org.
Note that due to limitations on in-person gathering, EVITP is currently only available online. For information about online EVITP training classes in California, please visit this link.
